There are several factors you have to take into consideration when you are about to enter a pot in the preflop phase of any hand, some of them over the cards dealt.
Your cards: When you have high pairs (AA to JJ), raise. Also if you have high connectors (AK, AQ), to scare low pairs looking for a hit in the flop try to recognize tight players and be careful with them and only play strong hands against them. If you can only do so from the late positions, don't try to play more low hands if you previously have lost with good cards. If you can avoid go to the flop with a large number of players, and you have a strong hand, raise to make them fold.
Your bankroll: You can take higher risks if your bankroll allows you to, but try to risk less if you are not sure of your or the other players' cards. If your bankroll is high and you are in control of the table, make sure that low hands don't go to the flop and surprise you, but don't take unnecessary risk just because you can. You can get in an awkward situation with a trap hand (AT, AJ, KQ, KJ, KT, QJ, QT); these hands tend to bet second best when you get to the flop. Only play them from the late positions so nobody can make a raise.
Position: If you play from the late position you can read the game better. You could change the size of the pot or just scare away the low hands. The late position allows you to make a bluff play if you are very confident of your skill and have a little notion of the possible cards the others may have, but only if you have already studied them for more than a couple of hands.
Aggressiveness of the players: Getting to know your enemy is a key rule for any winning poker player. If a player raises a lot in the preflop, you better play tight and not fall into his game. Be patient and let him get the blinds for a while. Do not get upset. When the right time comes, make him pay with a good pair of cards.
